It's an inveracious organization that completely waste the tax payer's money . The name of this organization is really to scam the immigrants and the public that they defended the human right to show a nicer face. However, once an immigrant was really bullied by the racism Quebecois and tried to defend the human right, they become deaf and blind. They pretended to do investigation but just twisted the facts and declined the facts of the Racism bully complaint.

We cannot win against our government employers No matter how much conviction/proof you have, you will ALWAYS be discounted as an “overpaid employee” with a gripe. No matter all the proof you’ve gathered over the last 30 years working for them, enough information to launch a dozen inquiries. We/you will always lose. THEY are protected. I have names, dayes, etc. but I am sober enough to realize that “whistleblowing” as it’s called, in History, has never worked out well for the person “outing” the malpractice.
